Program Manager — Biocontainment Facility

This position is responsible for engineering oversight of high containment laboratory systems (Biosafety level 3) and engineering and controls for Biosafety Level 2 laboratories. You will lead facilities employees and provides leadership, orientation, training, coaching, and mentoring to assigned employees assigned within Cleveland Clinic Florida Oversees installation, inspections, repairs, trouble shooting and daily maintenance of buildings, infrastructures, facility equipment and grounds in the respective facilities skilled trade.
A caregiver in this position works days, typically during regular business hours, but schedule may fluctuate based on needs of the facility.
A caregiver who excels in this role will:

Maintain basic knowledge of applicable statutory, regulatory and administrative requirements relative to departmental operations and ensure departmental compliance.

Develop Preventative Maintenance needed for maintaining building systems, trade standards/specifications and activities related to the annual maintenance shutdown for high containment labs.

Develop a consistent management routine to review the BAS controls graphics and fault detection programs to look for potential disruption in functions.

Track repairs of equipment and systems.

Maintain detailed and accurate project records including testing protocols, trend data, and reports.

Work to support rational and beneficial energy conservation in lab HVAC operations.

Certify repairs and/or changes to the BSL-3 laboratory design, operational parameters, and procedures prior to operation and in coordination with the Responsible Official and Director of Infrastructure

Establish systems and processes to attract, develop, engage, and retain talented employees.

Create a work environment where people can realize their full potential to meet current and future clinical and business challenges.

Accountable for staffing and capacity planning for the assigned shop/trade.

Focus and guide assigned employees in accomplishing work objectives, holding elevated expectations for self and others.

Develop and initiate training and operating procedures for respective shop and ensures staff compliance with departmental and organizational policies, procedures, and protocols.

Perform quality assurance reviews of work completed by assigned employees.
-
Analyze problems and coordinate work plans with other departments as appropriate.
-
Manage development and monitoring of, and compliance with, the departmental budget, including capital, operating and construction budgets.

Manage current expenses in a responsible manner.

Review inventory of equipment and materials and initiates purchase requisitions.
Minimum qualifications for the ideal future caregiver include:
-
Bachelor's degree in engineering or related field.
-
Completion of apprenticeship trade or vocational school or knowledge obtained through four years of on-the-job training experience in HVAC systems.
-
OR additional four years of supervisory or managerial experience may substitute degree requirement.
-
Master license and other licenses required as appropriate for trade.
-
Must successfully obtain and maintain Biological Select Agent and Toxin clearance
-
Experience with Building Automation Systems (BAS) and associated graphical interfaces, preferably Siemens, Trane, and Phoenix controls
-
Conducting field tests, verification, and certification of critical biocontainment systems for laboratory facilities to include but not limited to HEPA filtered systems including HVAC exhaust and supply filters, plumbing vent filters, and other systems equipped with HEPA filters
-
Possess the ability to read electrical schematic diagrams.
-
Four years of experience as a fully qualified tradesperson or technician in HVAC systems
-
Can work with employees, interdepartmental teams, and organizational leadership across the enterprise to effectively complete goals.
Preferred qualifications for the ideal future caregiver include:
-
Membership in professional trade organization.
-
A Professional Engineer license in the State of Florida.
-
Active membership of the International Institute for Sustainable Laboratories (I2SL) organization.
-
Two years of previous supervisory or managerial experience or demonstration of formal education in business management.
-
Prior experience working in a Biosafety Level 3 (BSL-3) facility, demonstrating expertise in adhering to strict safety protocols and handling high-risk biological materials.

Typical physical demands require full body motion including ability to perform work while bending, stooping, stretching, climbing ladders; requires dexterity and strength sufficient to operate required tools and machinery; typically required to lift and carry machinery and/or equipment weighing 25 to 100 lbs. and/or assist with lifting weights exceeding 100 lbs.

Requires color acuity sufficient to distinguish color coded wiring and piping.

This position requires candidates to obtain/maintain medical clearance through Cleveland Clinic’s Occupational Health Department to work in a Biosafety Level 3 Environment (BSL3). Medical clearance including medical management is completed upon hire, transfer, and annually. This includes but is not limited to requirements for wearing respiratory protection

Pay Range
Minimum Annual Salary: $76,540.00
Maximum Annual Salary: $116,747.50

A successful candidate’s actual compensation will be determined after taking factors into consideration such as the candidate’s work history, experience, skill set and education.
